GITEX Africa 2026: Amal El Fallah Seghrouchni Outlines Morocco’s Vision for Digital Sovereignty

At the opening of GITEX Africa Morocco 2026 in Marrakech, Minister of Digital Transition and Administrative Reform Amal El Fallah Seghrouchni defended a strategic vision of digital transformation grounded in technological sovereignty, innovation, and international cooperation. 

In her address, the minister emphasized that the event, bringing together more than 50,000 participants from both public and private sectors, serves as a major platform for reflection on Africa’s digital future and global technological balances. 

She situated this dynamic within an international context marked by profound shifts — including the accelerated development of artificial intelligence and the resurgence of geopolitical tensions. According to her, these transformations are redefining global power relations, making technology a central lever for competitiveness, sovereignty, and governance.

Facing these transformations, Minister Amal El Fallah Seghrouchni highlighted Morocco’s ambition to build its own model — a "third way" distinct from dominant approaches led by major technological powers. This vision rests on using digital technology to serve citizens, drive economic development, and promote the common good.

The minister detailed the foundations of this approach, structured around several pillars: technological sovereignty, a modernity adapted to national realities, and the Kingdom’s capacity to act as a bridge between different regions of the world. Morocco seeks to position itself as a balancing power, fostering international dialogue on digital and artificial intelligence issues.

In this context, she also stressed the need to forge new international alliances to tackle global challenges — economic, security and technological challenges. The global competition in artificial intelligence, marked by massive investments from the United States, China, and the European Union, she noted, calls for a tailored strategic reflection for emerging countries.

Beyond artificial intelligence, the minister addressed forthcoming technological transformations, particularly those linked to quantum technologies. She urged anticipation of these advances to strengthen national capacities in research, data security, and innovation. 

Amal El Fallah Seghrouchni also highlighted Morocco’s strategic assets — its geographical position, the diversity of its partnerships, and its commitment to multilateralism — positioning the Kingdom as an international platform for dialogue on technological and ethical issues related to artificial intelligence. 

She concluded by reaffirming that Morocco will pursue its efforts to build a digital model that is inclusive, sovereign, and forward‑looking, grounded in a long‑term strategic vision and concrete operational actions.
