Dakhla: 500 MW green data center megaproject launched to bolster Morocco’s digital sovereignty

Morocco is taking a new step in its digital sovereignty strategy. An agreement has been signed to launch the strategic studies for the “Igoudar Dakhla” program, a project aimed at developing a next-generation green data center complex with a target capacity of 500 megawatts.

This project builds on the agreements reached in 2025 during the National Conference on Artificial Intelligence and in Dakhla around the “Digital Igoudar” program, designed to create synergies between the digital and energy transitions.

The agreement brings together several public stakeholders, including the Ministry of Digital Transition, the Ministry of Energy Transition, the territorial authorities of Dakhla-Oued Eddahab, as well as the Mohammed VI Investment Fund and CDG.

It establishes digital sovereignty as a lever for territorial development, competitiveness, and the creation of skilled jobs.

The agreement marks the launch of strategic studies that will define the project’s governance, economic model, and financing arrangements, with the aim of optimally mobilizing public and private investment.

The “Igoudar Dakhla” program is built around an infrastructure structured in two components: a sovereign segment dedicated to national needs, and a segment open to private, national, and international investment.

This initiative forms part of the Atlantic Vision promoted by King Mohammed VI, aimed at making the Southern Provinces a regional hub focused on Africa and a space for innovation.

Through this project, Morocco is reaffirming its ambition to position itself as a leading regional hub for sustainable digital infrastructure, at the intersection of sovereignty, innovation, and continental integration.
